Farrell was born in Whitehall on July 21, 1943, the son of the late Edwin and Catherine (Bezio) Prefountaine.

Farrell deeply loved his family, friends and community. The love returned to him was evident by the number of people who came to his bedside during his final days.  He has been a selfless and dedicated public servant to the community of Whitehall holding the office of Town Councilman at the time of his death.

Farrell and his wife of 52 years loved camping at Monitor Bay on Lake Champlain with the family and friends who have become family. They also enjoyed visiting their daughter in Santa Fe, New Mexico. He was an avid sports fan who was always very proud of our local sports teams. He loved the NY Giants.
